02 — The Attorney

A career defender — now for your family and your future.

Clint Flippin spent years as a senior deputy public defender, standing between ordinary people and the full weight of the state. That same conviction now drives a civil practice built for the moments that shape a family: a divorce, a will, an estate to settle, a tax problem that won't go away.

You get a lawyer who explains your options in plain English, returns your calls, and prepares every matter as if it were headed to court — because preparation is leverage, whether you ever see a courtroom or not.

04 — Questions

Straight answers to the questions we hear first.

Is PublicDefender a government public defender's office?

No. PublicDefender is the civil practice of Rogue Defender, PC — a private Oregon law firm founded by attorney Clint Flippin, a former senior deputy public defender. We are not a government agency and do not provide court-appointed or free indigent defense. We offer private, paid representation in family law, estate planning, probate, and tax matters across Oregon.

What family law matters do you handle in Oregon?

Divorce and dissolution of marriage, legal separation, child custody and parenting time, child support, spousal support, division of property and debt, modifications of existing judgments, and paternity. Based in Medford, we serve clients in courts across Oregon, including Jackson County Circuit Court in Medford and Josephine County Circuit Court in Grants Pass.

How long does a divorce take in Oregon?

Oregon is a no-fault state, so you do not have to prove wrongdoing. Even an uncontested case generally cannot be finalized until roughly 90 days after the other spouse is served, and contested cases involving custody, support, or property take longer. We give you a realistic timeline at the consultation.

Do I need a will or a living trust in Oregon?

Most adults benefit from at least a will, a power of attorney, and an advance directive. A revocable living trust can help your family avoid probate and manage assets if you become incapacitated. Because Oregon's estate tax starts at just $1,000,000 — far below the federal exemption — planning matters for ordinary families, not only the wealthy. We help you choose the right tools for your situation.

Does Oregon have an estate or inheritance tax?

Oregon imposes an estate transfer tax on estates over $1,000,000, with rates from 10% to 16%. The estate tax return (Form OR-706) is generally due 12 months after the date of death. Oregon does not currently have a separate inheritance tax. The $1,000,000 threshold is not indexed for inflation, so it reaches many middle-class estates — planning ahead can reduce or eliminate the tax.

Can you help with an IRS or Oregon Department of Revenue dispute?

Yes. We handle tax controversy — audits, notices, assessments, liens, and appeals — before both the IRS and the Oregon Department of Revenue. In Oregon, most state tax disputes start with a written objection to the Department and can be appealed to the Oregon Tax Court's Magistrate Division, generally within 90 days. Deadlines are strict, so contact us as soon as you receive a notice.
